Abstract

The United States’ recognition of Jerusalem as Israel’s capital on 6 December 2017 and the relocation of its embassy on 14 May 2018 constitute an ideal case for testing how deeply dispensationalist (Christian Zionist) discourse penetrates a foreign-policy decision. This dossier disaggregates, layer by layer on the D-Ladder scale, both the theological mobilization surrounding the decision (CUFI / John Hagee, the white evangelical base) and the operator line that reached the decision (Friedman, Kushner, Greenblatt). The finding is clear: theopolitical discourse is intensely present in ceremonial language and in base mobilization (D2), and a strong institutional channel physically reaching the decision environment exists — but the argument that overcame the resistance (Tillerson, Mattis, Pompeo, McMaster) and actually determined the decision was not theopolitical content; it was the secular-personalist logic of “keeping one’s word.” In other words, the theopolitical strand penetrated the shell of the decision, not its core (no D3–D5). This result confirms, in the hardest case, OWS-2026-004’s thesis that “theopolitical discourse does not enter the core; it stays in the shell.”

[FACT] The official core decision text is secular-realist. Trump’s statement of 6 December 2017 and Proclamation 9683 build the case on “recognition of reality,” “best interests,” “pursuit of peace,” the 1995 Jerusalem Embassy Act, and the right of every sovereign state to determine its own capital; it is stressed that no position is taken on final status.¹²

[FACT] The ceremonial/peripheral discourse carries theological intensity (the Hanukkah “miracle of Israel”; Pence’s “From King David’s time to our own”).³⁴ The state deliberately packages theological legitimacy: the WH “support” page foregrounds Perkins’s endorsement of “biblical truth” — but on the same page the secular-realist language of Ryan/Rubio/Royce predominates.⁵

[STRONG INFERENCE] The picture: a hybrid of secular decision language + theological legitimacy shell. The same objective is carried in two vocabularies — biblical for the base, realist for the public.

C1 depth: The core language is D1; the theological shell is dense but does not enter the decision’s rationale.

3. C2 — Public Opinion and Mobilization

[FACT] The white evangelical base is among Trump’s strongest blocs; more than three-quarters of the 2016 white evangelical electorate approved of Trump in 2017 (most “very strongly”), with the figure higher among regular churchgoers.⁶⁷

[FACT] The pressure was organized and measurable. CUFI placed the relocation at the center of its 2017 agenda; before the inauguration (January 2017) it held a Washington fly-in with 260+ leaders from 49 states and sent 137,000+ support emails to the White House.⁸ After the decision came the “promise made, promise kept” line and a full-page WaPo ad.⁹ (The “before the opening” timestamp in v1.1 has been corrected: the fly-in was January 2017, not May 2018.)

[FACT] The 2016 GOP platform defined Jerusalem as the “eternal and indivisible capital of the Jewish state” and called for the embassy to be moved; this language was drafted by Friedman/Greenblatt.¹⁰¹¹ The demand had been formalized in advance by the party + operators.

[STRONG INFERENCE] The mobilization is both intentional (D2-I) and functional (D2-F): intent in CUFI’s campaign declarations, function in concrete output aligned with the decision timeline.

4. C3 — Institutional Carriers (channel axis)

[FACT] The carriers in the decision environment are visible: the Kushner–Greenblatt–Friedman line is present directly in the briefing and in contact with Netanyahu/Abbas.¹¹² But the motivation profile is political, not theological:

• [FACT] Friedman: a major donor to the West Bank settlement of Beit El and president of American Friends of Beit El — a pro-settlement / pro-Israel-right profile, not dispensationalist evangelical theology.¹³¹⁴ His own decision-moment argument: “keep your word / stand with Israel / do what you said.”¹⁵

• [FACT] Greenblatt: frames his motive as “because we loved/supported Israel” and the decision as “correcting a historical wrong.”¹⁶
• [FACT] Kushner/Greenblatt: supported the decision on a diplomatic-timing calculation (the anticipated outrage would subside before any plan was tabled).¹²

[FACT / self-report — weight-limited] Theological content did reach the president’s ear: Hagee told CBN that, weeks before the decision, he had laid out to Trump at the White House the Jubilee/Leviticus 25 and the 1917–1967–2017 “biblical timing” argument; Gary Bauer confirms that Hagee was able to attend WH meetings.¹⁷¹⁸ This source is single and an interested party (Hagee/CBN); it is narrative, not event confirmation.

[STRONG INFERENCE — channel ≠ depth] Hagee’s access is a channel, not depth: a single, self-interested source, not reflected in the decision record, while the decision-makers’ own references are secular. If even an overtly theological figure (Hagee) yields no depth, then the far more political-operator line of Friedman/Greenblatt/Kushner yields none at all.

C3 (channel): Strong — but not a “theopolitical institutional carrier”; rather a “pro-Israel political operator carrier + a theological mobilization interface at C2 (CUFI/Hagee).” The channel is strong; it yields no depth.

5. C4 — Decision Formation and Influence (depth axis)

[FACT] The decision went through despite bureaucratic resistance. Tillerson, Mattis, Pompeo (on security / peace-process grounds), career State/Pentagon personnel, and McMaster opposed the move / an early move; Pence, Friedman, Kushner, and Haley pushed in favor.^19202112

[FACT — source-conflicted / load-bearing] Pompeo was on the resistance side (CNN: together with Tillerson/Mattis, “opposed to recognition/relocation in the absence of a peace agreement”).²⁰ Pompeo is at the same time a figure aligned with Christian Zionism.²² (TAC lists him as a supporter — a source conflict.) Conclusion: the equation “theopolitically aligned = pro-move” is false; one of the most theopolitically branded names was on the resistance side. This directly refutes the carrier-based depth claim.

[FACT] McMaster, in his own 2024 memoir (At War With Ourselves): blocked the relocation announcement in May 2017; together with Tillerson he argued for its postponement and succeeded — the move was postponed by 7 months.²³²⁴ (The [UNVERIFIED] label from v1.1 has been corrected: McMaster is [FACT] on a first-person source; and it shows that the resistance won on the time axis.)

[FACT — participant memoir, weight-limited] The decision-room scene relayed by Friedman (Trump: “Let’s do it”). The core fact — there was resistance, overcome on symbolic recognition — is independently confirmed (Hill/Brookings/AP); but the scene is Friedman-specific and dramatized, and conflicts with TAC’s more measured account (“intense but not heated”; Trump partly conceded).²⁵²⁶

[FACT] Partial concession. Trump preserved the recognition but, by signing the six-month waiver, postponed the actual move and reiterated the two-state commitment.²⁷ The resistance was not fully overcome; it was overcome on symbolic recognition and transformed/absorbed on the material relocation.

[FACT] The winning argument was secular. The decision-makers’ own references are promise-keeping/realism throughout: Trump “Today, I am delivering”; the fact sheet “FULFILLING A PROMISE”; Raj Shah “if he makes a promise he keeps it.”¹²⁸²⁹ A theopolitical/eschatological rationale appears in no decision document.

[STRONG INFERENCE] Under content-necessary D3: what overcame the resistance was not theopolitical content (it was the secular-personalist + operator line); moreover the resistance partly won (waiver, McMaster, Pompeo). → D3 does not open. Carrier access (C3) is strong; depth (C4) is D2. No D4 (no theopolitical rationale in a decision document), no D5 (no counterfactual-necessity document).

6.1 Influence / control

[STRONG INFERENCE] The most accurate verb is not “controlled” but mobilized / legitimized / channeled. There is no evidence that “without this line the decision would not have happened.”

6.2 Alternative explanation — causal decomposition

[STRONG INFERENCE] The output can be explained without the theopolitical variable: the campaign promise (high weight, close to the decision moment) + Adelson access/pressure + the funding offer (medium-high; AP, but donation→decision as single cause is [UNVERIFIED]) + the Friedman/Greenblatt/Kushner operator line (high).¹²³⁰¹⁵ The theopolitical line could not be isolated as a necessary condition; it remains at the legitimizing/coalition layer.

6.3 Falsification record (falsifiability)

[UNVERIFIED] A hard primary source showing that a theopolitical/eschatological rationale entered a decision document / an NSC record / a presidential note was sought and not found. → D4 reversal not triggered. Absence is not evidence; but it supports the dossier’s verdict.²¹²⁸

[STRONG INFERENCE] In Jerusalem 2017–18, theopolitical discourse was not confined to the symbolic level: it produced strong base mobilization (D2-I/F), institutional carriers reaching the decision environment (C3 strong channel), and an access by which theological content reached the president (a channel). But theopolitical content did not enter the decision’s deep rationale — the argument that overcame the resistance was the secular-personalist/operator line; moreover the resistance partly won (waiver/McMaster/Pompeo). The output is therefore classified as C3 strong channel + C4 D2; the core (D4–D5) is theopolitically empty, and this verdict was reinforced by an independent falsification attempt.

[STRONG INFERENCE] Under the shared content-necessary D3 definition, neither rises to D3. Jerusalem is above Reagan — but not because of D3; rather because of its stronger C2 mobilization, its C3 operator channel, and the concrete output.
